Letter to Mr. Manmohan Singh, Prime Minister of India

 I am working for the welfare of society and engaged in research on how to improve the livings of oppressed, deprived and poor citizen of India. I am providing some idea on this in this letter, and your thinking in direction of this would be highly appreciated.

 I see government is spending lot of money on Gramin Rozagaar Yozana or other welfare programs but in reality, this is not as impressive as it should be. This is only because of corruption in the distribution system. Mostly the government officials and brokers are getting benefited of such programs and it reaches to very few real people. So what is use of this extravaganza of expense until we don’t have honest system to dispense the programs? Therefore I am proposing to have some budget for good governance and decentralization of power at root level. Many politicians have thought about decentralization of power but its implementation is not as affective as we expect. I am proposing to think in line of having system at district level for improving the governance as it is currently having at states’ level. We can experiment with it in few districts and if it’s successful, later we can think of Tehsil and block level. Below I discuss, how it will work: 

  1. Formation of district level assembly at district similar to states level assembly. The district level assembly should work in same line of state assembly and will govern the resources of district. The state should not interfere with its functioning until it works against constitution and state could act like centre as it acts in case of states. This way there would be no need for splitting bigger state into smaller one but we can split larger districts into smaller one for the good governance.
  2. A district governor post should be created and it should be directly elected from votes at district level. The governor should have constitutional authority at district level as a CM has at state level. Each Gram Pradhan should be member of district assembly and district governor should have right to assign post of secretaries from the elected Gram Pradhans. He/she can choose any gram pradhan for this post irrespective of political affiliation. There should be created a compulsory corruption removal department to look over and punish the corrupt government officials and elected members who practices the corruption.
  3. Each secretary selected from gram pradhans for a department would have assistant secretary as head of that department and could be an IAS officer.  This could help in creation of more positions for IAS officers and results in employments for youth. All the departments’ officials should have same format as it’s operating currently. We can hire IAS officers as per the number of departments and district governor will have right to transfer or dismiss the IAS officer without involvement of state government. Useless IAS officers can be transferred to state by district governor.
  4. There could be a district level Lok-Pal who can monitor the functioning of district government and can have power to take action against district governor or secretaries (Gram Pradhans) on their wrong doings and recommend impeachment for district governor. Also, public should have right to recall any district level elected members if 51% of elected members’ constituents are not happy with functioning of an elected member.
  5. The general public, not in government and follows the law of land, should be treated superior than district governor and every elected member should give respect to the public and think public as their boss.
  6. All the elected members should be paid and treated as public servant. This will allow many educated young unemployed youth to get jobs as elected members and chance to serve the people of a district.
  7. This system will help public to get their grievances handled very quickly and in quality manner, and there will be no need to spend money on getting hold of MLA or MP to help them on their complaint or visit to state’s capital. The general public will be more capable to visit district than state’s capital. They can find their representative (Gram Pradhan) everyday near them right there in their village.  Gram Pradhan can raise the poor’s voice and complaints everyday in district assembly to be taken care by respective officials immediately.
  8. All other formats of government will work as is; expect the district government’s employees and district level decisions should be made by elected government at the district level. There would be need of budget for this but, if there is a will, there is way. Like, we spend too much on other governments programs without having good results, why not we could cut budget from them and divert to this novel and innovative idea.
  9. There should be no difference between the government employees such district governor, secretaries (Gram Pradhans), IAS/IPS officers, clerks or Lekhpals of an office in providing the government facilities except the division of constitutional authorities and salaries. The district governor, secretaries or IAS/IPS officers will work as office manager of a government organization and there is no need to provide the facilities that have filtered from British rule to enjoy lavish life king size. This will help us in avoiding those elements to enter in politics or government services who think it as status symbol or rulers and not a public servant. This will also cover in saving money to implement this scheme.

Why Lalgadh Incident Happened

Where the money is going? Why development is not visible as it should be? Why people (people here mean suppressed, deprived and poor citizen of India) are revolting against government? Why civil war like situation is erupting. The answer of all these questions is only one, the corruption in the system. Yes, due to problem of corruption so rooted in system of India, people are getting frustrated and want to take the Law & Order in their hand. People are not getting what they expect, they are not getting their rights, there is no one addressing their grievances in timely manner and listening request against corruption, there is no action taken against corrupt officials, then what are the options left for the people. Governments are not serious about the corruption and when people start taking Law & Order in their hand and use arms, government is asking to short the issue in democratic way. I don’t know why government is not taking action when people request to do so but when it goes out control, then only the government awakes. I have been requesting governments since last two years to be serious about corruption, which the real root of the problem, but governments are not serious about it and I have not yet seen any mobilization on removal of corruption. Is the democratic way of demanding our right is really working?

 I would like tell you my own story here. Once I was on a tour and wanted to travel from Siligudi to Calcutta (in West Bengal) with my family by bus. There was a government bus standing on the bus-stop and there were plenty of seats available and there was half hour left to depart from Siligudu to Calcautta. I went to booking window for the ticket. There was no one in queue and I was the first and asked for the ticket. The booking clerk told me that I have to pay Rs 50.00 additional apart from fare for each ticket, if I want to travel today, else if want to book for next day, there will no additional bribe to pay. I fought and asked there are seats available and I will not pay a single paisa in bribe. If you don’t give the ticket, I will report to higher authority. The booking clerk told me to leave the window immediately and go and report wherever you want. I requested other senior officials presented there and they told the same thing that I have to pay for this. Everyone pays and his is the part of system. I was really frustrated and though to take law and order in my hand and slap everyone there. Even, I wanted to kill these government officials but no one was there to support me and since I was with my family, I didn’t want to trouble them and go to jail. I left the booking window and went to private bus stand and got tickets for Calcutta. This is what happening everyday in the life of general public. People are forced to pay for their rights and there is no punishment for corrupt officials. This is making poor a poorer and rich a richer everyday. What is the solution for this? We choose government to work on issue our public facing everyday to improve the life but after a long wait, there is no improvement. Government is spending so much money but why don’t we see any change? How long people will wait? This will create anger in people and in anger; people will take arm in their hands and will start a fight with government for their rights. Then what government will do? They will fight a war with their own people with government machinery and there will start havoc, a civil war. I don’t think this scenario is very far way and people demand for their rights can’t be suppressed so long and even military operation can’t help.

 I read the central government agenda for first 100 days in a newspaper but I nowhere read any reference to corruption, the root cause of the failure of the welfare programs. Sometimes I think that if government will not work on my request, I should start an organization to fight with government. Name the organization as “Bhrastachar Mitao Sena” (Corruption Removal Army). This will employ the unemployed youths and warn the government employee on the line of, ‘don’t bribe, else face the consequences’. This organization will try to work with government employees and if they will not mend, the organization will take law and order in its own hand. Like minded people and friends are supporting this idea. Please suggest what do you think?

An Appeal to Mulayam, Lalu, Paswan, Sharad ( Yadav) and Kalyan

Dear Big People,

I can just give you an idea why reservation is needed based on some facts. When I was living in the village, I found that poor, mostly Dalits, were living on daily wages. They were not having piece of any land on there own name and they were working in rich/landlords’ field for their living. My question is why they didn’t have any right on lands and mostly rich people were having the ownership of such resources. They are oppressed people from many years and there is not any change in their status yet. Now imagine how these oppressed people can compete with influential and rich. If we don’t provide some reservation on resources of India for them, it might take many years for India to be country for equality and developed. Therefore there should be some way by which we can help people who can’t run to come as par with rich to reach the goal together. Then only we can quickly make our country a developed one, and everyone become prosperous.

Now let us talk about the women reservation bill. I 100% agree that there should be some reservation for women based on their background and economic status too. The women from downtrodden and poor community should certainly be given chance to represent the people. But do you really think that caste based reservation will help the women and it will prohibit the women from elitist groups to occupy the seats. The current status of reservations in India is that mostly the families who have been benefitted from this, are getting benefit again and again, and therefore the other people in same categories, who are in real need of reservation, are deprived from the benefit. Thus their own caste people are hurting them and taking away the rights of others. Our aim should be to make this reservation reach each and everyone who are entitled for this by keeping away the benefitted people form this, so we can help the people who are left and have not eaten the fruit of reservation. Once who got the benefit and have Roti, Kapada and Makan, we should identify them as creamy layer, and remove from the benefit list. This can be done only by having reservation mechanism based on the level of deprivation. If you want to have quota based on caste, what is guarantee that woman like Kalawati will come into the politics and your rich relatives (wife, daughters, in-laws etc) or creamy layer people form backward/ SC/ST etc communities will not be entitled from this benefit. Do you really think that just by asking the reservations based on caste can help anything in the cause? I think, certainly not. The elections are so costly that those people for whom you are fighting will really not be benefitted but only the elitist groups of oppressed community will get benefit of cast based women reservation bill. And what I understand from your arguments is that your intension is not that, but you want the Kalawati like woman to enter into the parliament. If this is really your intension, please let us stop the politics of castiesm and come up with mechanism to provide reservation based on oppression, deprivation and economically backwardness. This will be a good start for all of us to help unite our country and a new beginning for great future for our next generations.

An Appeal to all the Influential People of India – Baba Ramdev, Katrina Kaif, Amitabh Bachchan, Shahrukh Khan (SRK)…

Dear Good People, 

Most of the people have dream only for self prosperity but citizen like you also have dream for our country. You are helping and even you can do more for people of our country. You have a big influence on our people and have a great base of fans. You can change the face of our country and make a difference. Currently our country’s main problem is corruption. Corruption is paralyzing almost every aspect of our life, and mostly the development, law & order and poor are greatly impacted by this. Supreme Court has also taken an exception on this and even suggested to hang the corrupts from the lamppost at public places. 

Like ‘Quit India’ movement, there is need of an hour for a movement on Bhrastachar Mitao, India Bachao (Remove Corruption, Save India). Almost every government departments are indulged in bribery and grievances and benefits are not entitled to the beneficiaries until they pay the “Suvidha Shulka” (bribe). Also, fund released for any government programs is taken away by officials and broker and only little reaches to ground for development. This doesn’t make any development work so visible and impressive. People are involved in looting our country. 

I would appreciate, if you could help us on removing corruption from India. My request to you is to help us in this cause by sending messages to your followers and fans to work against corruption. An Advice to Government of UP

I am working with various political parties in UP to improve the standard of politics and work on overall development of UP. I have a dream for UP. I believe in my father’s directions of “Not to think about what are you getting from the people, but only think what you can give to the people”. As a citizen of UP, it’s my foremost duty and responsibility to advice government of UP to provide good service to its citizen and also demand for good work and governance. Since I don’t have any constitutional authorities to help anyway on below points, so I write this advice to government of UP. My aim is to ignite and make aware every citizen of UP to advice and demand for good service from government of UP. There are following five points which I think are very important for government of UP to work on to help UP in turning on path of progress and prosperity for every citizen.   1. Bhrastachar Mitao, UP Bachao (remove corruption, save UP) – Almost every government department’s officials of UP are indulged in bribery and grievances and benefits are not entitled to the beneficiaries until they pay the “Suvidha Shulka” (bribe). Thus the suppressed and poor’s’ rights are taken away by influential people and corrupt officials. The bribery is making illegal work, a legal one in UP and poor are getting away from the justice. Also, fund for the any government programs is eaten away by officials and broker and only little reaches to ground for development. This doesn’t make any development work in UP so visible and impressive. If the entire fund for development will reach to the people, it will certainly make a difference. Corruption is paralyzing the development and Law & Order in UP. The government should take some concrete steps to remove the corruption from UP. It can form committees at Tehsil and District levels to hear the complaints of corruption against officials of Tehsil (e.g. SDM, Tehsildaar, VDO, Lekhpaal etc) and District (DM, ADM SP, DDO, Engineers etc) respectively. The committee should be powered with making the decision quickly and authorized to fix penalty and even dismiss the officials. Based on gravity of corruption, it may also recommend for a jail term. The recorded messages and dialogues made between the public and officials can be used as proof for the case and also government can provide validity to sting operations (by NGOs , Journalists and general public) to trap and get rid of corrupt officials. 
  2.  Invite businesses in rural areas - Businesses are not interested for investment in the rural areas due to lack of development and infrastructure and most importantly because the lack of interests by Lok-Sevaks (Ministers, Development Officers, DMs etc). The removal of corruption can help in developing world class infrastructure in rural areas but Lok-Sevaks need to take extra care of investors and help and appease them to invest in rural areas. I have seen many incidents where investors wanted to invest but Lok-Sevaks didn’t give any importance to them. It’s true that any investors is looking first for their benefit from the businesses and works only for the profit but government officials should understand that investors are also helping people and providing opportunities for works and creating new jobs. Only government jobs and investment in any form can’t eradicate unemployment from UP and Lok-Sevaks should change their mentality of behaving as rulers and be prepared to provide red carpets to investors of any kind. They should help at any extent to make sure that investor is able to start the businesses without any hurdles (and corruptions), so that it could help the unemployed youngsters and bring prosperity in rural areas. 
  3. English in Primary Schools – English is global language and government should keep in mind that UP is not the whole world. There is concept of global villages where the different countries of world are part of the villages. To prosper in this environment, the English could be a good tool. Also, India is having different states and there languages are not common, but English is used everywhere. So the government responsibility is to prepare our next generations to meet with these challenges. Government should make sure that every oppressed, poor and Dalits can get knowledge of English language from primary school itself. This will certainly help them getting ready for the various opportunities waiting ahead for prosperity. 
  4. Justice delayed is justice denied – One of the main reasons for the development and prosperity of people of western countries is the efficiency of judiciary systems. Justice is not prolonged and cases are heard and judgments are delivered with in the specified time. This is not the case in UP. The cases in UP are pending for so long and sometimes even people die without the trial. This is really a need of the hour to improve the judiciary by computerization, increasing resources and fixing a timeline for the judgment. 
  5. Government as server and not as a ruler – it’s is my opinion that the most of the Lok-Sevaks don’t think themselves as ‘server’ (public servant) but think as ‘ruler’. I use here a government means a ‘server’ and not a ‘ruler’ since I smell a kind of British rule (slavery) from word “ruler” that our country has passed through long ago. The general citizen, who are not the part of government and follow the law of land, should be given due respect by all level of Lok-Sevaks in their offices and we should change our mentality of writing “Prarthana Patra” (Request Letter) for any work to be done by Lok-Sevaks. Instead, we should write a “Work/Demand Letter” to work on our grievances which might have change in format to not to indicate any way that a general public is on mercy of Lok-Sevaks. Analysis of Lok-Sabha Election – 2009

First of all, I would like to declare that I don’t belong to any political party and my reviews provided here are impartial. The analysis is based on data collected from various sources available. I analyzed the results of Lok-Sabha election – 2009 very carefully and herewith provide the results of my analysis. I also reviewed the analysis of various political experts on this provided in media. Most of the media and television channels were projecting that there was a great swing and voting was done into the favor of congress for its work and also credits to Rahul Gandhi for his development talks during his rigorous canvassing. Many said it was a surprise outcome for them. I don’t agree with the most of the analysts and I don’t see this is an effect of very great job done by congress at center. For me, the outcome was an expected one. If this was the result of work done by congress in recent five years then what congress did in previous 40-45 years during which it served the people of country. I don’t use word of any party ‘ruled’ the country here since I get a smell of British rule based on slavery system. Instead I use the word serve or Lok-Seva. If I remember, I heard twenty five years ago, when Rajiv Gandhi stated that if one rupee was released from center for the development, only one paisa is reaching for the real development and remaining is eaten by corrupt public servants in corruption and bribery. Now I would like to know that is there any change in this phenomenon? Is now 100% reaching to the ground where the development works is being performed. I don’t see any difference yet but please let me know, if anybody see it. Because of too much corruptions and bribery in India, I don’t see real developments in villages of India and there are some developments in urban areas but it’s not so impressive. This is all because of corruption. Most of the people don’t understand what the atomic deal is and also “Gramin Rozagaar Yozana” couldn’t impress the people because of bribery and corruption are coming into way for implementation. Also, during the previous assembly elections in few of the Indian states held recently, Rhaul factor didn’t work, so I don’t understand it has worked so quickly in this Lok-Sabha election.

 When we review the results of this election, we see that there were still the factors like caste, religion, money and personality which dominated most and worked as it was working earlier. I agree that there was some development factor too but only few have voted on this yardstick. For example, let us consider the results of my home district Ballia, UP. I haven’t seen any development or great work done in last 20 years in Ballia but people still vote on the basis of caste and personality. They never consider the development as basis otherwise they would have given a chance for a change. If we say that Andhra Pradesh, Bihar, Orrisa etc were example for the basis of development to vote, so why it was not the case for the states like Madhya Pradesh. Gujarat, Uttarakhand etc where congress did better. Bihar was an exception, since people really see a change after twenty years of miss governance of the state but the data show that all other states voted based on caste, religion, money and personality. As per my analysis, the minorities were the real factor for this outcome, which was expected in this election. The minorities have fear of BJP and they really don’t want to see the BJP forms any type of government anywhere. This time where the minority votes were not split adequately, the non-BJP alliance got the upper hand but where the minorities’ votes were divided, the BJP alliance benefitted. If RJD would have alliance with congress in Bihar, we would have seen a different result. This time the regional parties didn’t get minorities votes as they expected because of the minorities were not sure, if voting them will not allow to avoid the BJP government and therefore congress got benefitted. The states where congress has done better this time can come into this category.

 Most of the parties at national level can’t be categorized as real secular parties, if they really follow the yardstick of secularism. If BJP favors majority of country, then congress, RJD, SP, BSP etc favors the minority and can go any level to appease them. Let us see an example here: Varun Gandhi was booked for NSA by BSP government in UP and congress also doesn’t see anything wrong in it and okayed that decision. If BSP and congress Lok-Sevaks were right then why judiciary didn’t agreed with them. If both the parties would have been really following the principles of secularism and not interested in vote bank politics, they would have taken right course of action against Varun Gandhi and so would have not embarrassed by the decision of Supreme Court. Sometimes I think, if such politicians of so called secular parties would have been given constitutional provisions to override the court’s decision, what would have they done to this country. Thank god, our system is still working and we have good, honest and secular people in our country and because of them we still survive. The real factor of minority not supporting the BJP will always work against it and it is time for them to devise a new strategy and take with them the minorities. One more factor of having bad result for BJP is being vocal against a prime minister belonging to a minority community. The way the BJP leaders handled this, was not proper. Everyone in India knows about who makes the decision in congress serviced governments and a strategy to calling Mammohan Singh as weak PM was not a good one. If this PM would have been from a majority community then perhaps the BJP’s blame would have not hurt the sentiments of particular minorities and this strategy could have worked.

 Still we have to go a long way to clean the money, caste and religion based corrupt politics. The people of India have not yet reached to a state, mostly in rural areas, where they can treat every caste equally and not fight on basis of caste and creed. It will take time. When political parties will start working towards welfare of suppressed/Dalits, poor and citizen of India with policies without reference of caste and religion, we can say that there is some change in politics in India. We should expect this from every party. We need a change in mentality of government’s servants, ministers and politicians to think themselves as lok-sevaks and not a ruler. Recently, I heard a story from one of my friends that during the canvassing in this election, one of the candidates of Member of Parliament was touching the feet of people to get their votes. Once he was elected and he was given value by district officials, he was changed and forgotten his past. He started thinking like boss and was forgotten to greet the people with that respect. This needs to change. If our voters get educated and understand their rights, they will start demanding for good governance and they will start voting on criteria of their development. And then the manifestos of every party should start looking similar. Here are some lessons for various parties:

 For all parties: Agenda should be removal of corruption and only concentrate on development of general public. Invite businesses for Investment in rural areas.

Congress: Try to avoid religious appeasement and reach to the Dalits.

BJP: People think this is a party of rich and upper caste. Avoid religion based manifestos. Try to reach to minorities and Dalits.

SP/RJD/LGP: Take everyone together and avoid caste based politics. Avoid practices of minorities’ appeasement and Stone Age based policies. Better to merge with congress.

BSP: Take everyone together and avoid caste based politics. Avoid practices of minorities’ appeasement. Still upper caste people don’t have faith in it and might take some time.

NCP: No different than congress. Better to merge with congress.

An Open Letter to Chief Minister (CM) of UP

I don’t yet see any changes in status of Dalits in many villages of district of Ballia and others in UP. They are still living in same circumstances where they were many years ago. Also, development works are not visible in many districts of UP and Law and Order is only applicable to poor and not to influential. This is mainly because corruption and bribery system rooted so-deeply in state of UP. Until you work on the line of “Remove Corruption, Save UP (Bhrastachaar Mitao, UP Bachao)”, your work would not be visible to public of UP. You should include this slogan, “Bhrastachaar Mitao, UP Bachao”, in your party’s manifesto too.

  

In the true democratic state, the general public (any person who is not in government) is the boss of Lok-Sevaks (District Magistrate, Superintendent of Police, Sub Divisional Magistrate, Circle Officer, Police Inspector etc.) and not an individual. Many public servants (Lok-Sevaks), such as Ministers, State Secretaries, DGP, DMs, SPs, SDMs etc., still think they are not a servant but ruler (like British of olden days) of the people and they don’t give due respects to Dalits and poor. Dalits are the people who are discriminated and real sufferers from many decades in India and still there are not impressive changes. Every Dalit and poor of UP should be given a VIP card and Ministers, DMs, SPs, SDMs, Police officials etc of UP must be trained to treat the Dalits as a VIP when they show into their offices and not to think the other-way-round. Any person who are not in government, are customers of Government servants and they should be given treatment like “God”.

 

Our experiences show that there are many public servants in various government offices who still think that they are VIPs and obliging the people by performing their work. In most cases, they ask for “Suvidha Sulka” to perform their assigned tasks. They don’t think that public is paying them every month to perform their duty. They should be given training to make them understand that they are not forced to work there but they are there with their own choice to serve the public. If they think, they are forcibly put for the position, they are free to leave the job and do their own businesses. There are many in queue to take up the charge,

 

I would like to recommend providing the list of promises made during the time of election and the list of accomplished promises when in Government on a party’s website (internet) to view of general public of UP. This would enable them to decide on formation of next government.

 

I believe you have ability to do so and I am looking forward for your action on this. Last but not the least, as, in a democracy, general public is boss of a government and as being a citizen of UP, it’s my right and duty to demand for  good governance.

Open letter to Head of Samajwadi Party

We know, you have a good chance of getting good number of seats in this general Lok-Sabha election of 2009 in UP, since most of the citizens of UP are not so educated to understand the implications of your policies. Most of them vote based on cast, religion, regionalism, money, rowdiesm and cheap tricks and gimmicks. Because of manifestos like yours, citizen of UP and Bihar are not getting due respect in south Indian states like Maharastra, Tamilnadu, Andhra, Karnataka etc. I always feel that if I would have studied English from primary school in UP, I would have been definitely on better position than now and therefore I advocate for an additional language as English in government’s primary schools. Just imagine, our people who pulls Rickshaw or do labor work in the other states of India and could have been able to read/write/speak English, keeping alive our culture and traditions, certainly they would have got good opportunities in life and made us more respectable everywhere.

I don’t know, if your party has shortage of think-tank in your part or not but I feel they don’t understand the power of computer or Information Technology (IT). IT is helping to control the corruption and there are certain things which can’t be done efficiently without IT. It is not replacing jobs with computers but it’s providing better opportunities and bringing transparencies in functioning of government. Instead, we need policy on developing roads and villages in UP to attract investors from within India and abroad to invest in villages to create jobs.

If you or other politicians really want to do something for the citizen of UP, please visit at vinay1340.wordpress.com and include the contents in your respective manifestos. Please don’t let us down with such manifestos and push us back. People are now getting educated and they know that English is need of hour and if you won’t allow, they will send their children to other states. I encourage my fellow citizens of UP (everyone and mostly Dalits and downtrodden in our society) to help their children complete at least graduation with English medium. This will help us to become self-reliant and we could understand our rights and cast our vote for deserving candidates.

The president and Chief Executive Officer (CEO) of this Society, Dr. Vinaya K. Nowadays India is struggling with problem of corruption which has affected Law & Order, Judiciary and Development and is in the process of paralyzing them. Because of distress and our societies becoming unmoral and uncivilized, the Supreme Court (SC) has commented as stating that every one is looting our country and we need some stringent laws to make country corruption free. It even went a step further and proposed for uncivilized law (hanging corrupts in the lamppost) to check the corruptions.

This Society believes SC is not wrong in assessing the situation of our country on corruption. There is something alarming which compelled SC to comment like this. The Society also realizes that the severe problem that UP is facing right now is corruption and removal of corruption from UP is its first and foremost priority. Because of corruption, Law & Order, Judiciary and Development are getting affected.

Society’s mission is now, “Bhrastachar Mitao, Bharat Bachao” (remove corruption and save India) and actively involving the public to revolt against the corruption. This is a revolution and Society is looking for more and more people to participate in this revolution. Like this Society, the public has to make pressure on our elected representatives, lok-sevaks and governments servants to work together to curb the corruption.

Listed below are main objectives of Society:

  • Fight against corruption of any kind at any level.
  • Financial assistance to needy in form of loans or free. Preferences to unprivileged and underprivileged people.
  • Establishments of schools, technical and medical institutes, hospitals, medical facilities, and organization of medical camps where they are most needed.
  • Development of small scale industries and facilities to farmers to improve food production.
  • Organization of tournaments, mostly in villages, to encourage and search the talents in sports.
  • English coaching to children of grade 1-5, and selecting gifted and talented children from underprivileged region and providing them advance level of coaching.

Introduction of Dr. Vinaya K. Singh, Ph.D.

Author of this paper was born in a village of Ballia, UP, India. After completing his Bachelor and Master in Computer Engineering from India, he did his Ph.D. in management from USA. He served as a scientist in Department of Space, Government of India. He is also a recipient of Indian Science Congress Association’s (ISCA) Young Scientist award for the year 1999 of Computer Science section. He has about 30 papers in his credit published in various journals and proceedings of National and International level. He is currently in US and directing an IT company.

Whenever he visited his native place, he got touched by the plight of the poor villagers. Terrible instances that he saw during his visits to India have forced him to indulge into the social work. He has very much involved himself in social welfare of the UP and devoted himself for the uplifting of the poorest of the poor.  He is working on upbringing of downtrodden, poor and underprivileged people of UP. During the time of elections, the political parties make lot of promises. Author of this paper has analyzed the promises that political parties have made in past and assured to follow if they get the majority.

To improve the life style of poorest of the poor, he researched the functioning of various departments of government agencies and organizations. He has come across the loopholes of government functioning and provides his feedbacks in this paper to improve its functioning. The recommendations stated in the paper are based on the ground scenario and real experiences. Implementation of these recommendations may certainly help in improving the conditions of UPaites in general and would pay for their long awaited dues owed by UP government.
