<p> I read the news of another very big scam unearthed in the state of Jharkahnd where mostly the ministers, politicians and public servants have looted the Jharkhand. We, in abroad, are shocked and ashamed of such act of our people in India and our sentiments are very much hurt. This is now high time to work on controlling the corruption in India to deliver a better India to our new generations. Please try to understand that corruption is mother of every crime and it’s paralyzing the Law &amp; Order, Judiciary, Development and impacting almost every aspect of our life. We need a hard hitting law on corruption to instigate fear in corrupt people. We all know that nothing will happen to those corrupt and powerful Lok-Sevaks of India involved in this scam and they will go scot -free without getting any punishment, and again will start living a respectable life.  Once a powerful politician or Lok-Sevak, deeply involved in corruption, gets hanged, we can see some light, and can hope for a new India and better future for our new coming generations.</p>
<p> I would appreciate, if you could consider my points mentioned above and do something for removal of corruption from India for the sake of our country.</p>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>Every crime in Uttar Pradesh (UP) is having some kind of link with corruption. It’s impacting each and every field of our life. This has resulted into deterioration of law &amp; order in UP and development is negligibly seen with respect to amount spent. Until corruption is controlled, nothing will work properly. Since governments are not bothered about this issue, I decided to start a non-governmental organization to help reduce the corruption in UP and formed the Bharstachar Mitao Sena . Bharstachar Mitao Sena is established on Sept. 1, 2009 to start a non-violence movement on removal of corruption from Uttar Pradesh (UP) and its aims and objectives are given below. <p> I am working with media, politicians, Lok-Sevaks (Secretaries, DMs, SPs and other government officials of UP), MPs, MLAs, Ministers etc. on removal of corruption from UP since last couple of years. I don’t get much support on this and also I don’t see any improvement to control the corruption in UP. Day by day, it’s getting worse and even going out of control. Now it’s high time for us to think on this and work together to help prosper the UPaites.  We see that lot of money getting released time to time for development projects but it’s not reaching to poor and deprived people and development looks very negligible. Also, Law &amp; Order mostly favors the influential, powerful and rich. The root of all these problems is corruption and until corruption is controlled, we don’t see significant improvements in the life of general public of UP. For that reason, there is need of hour to work together and start a movement on removal of corruption from UP. I have formed an institution called “Bhrastachar Mitao Sena” to achieve this goal and I need your support to make this movement a grand success. “Bhrastachar Mitao Sena” is looking for people who are honest and believe in “not to take but only to give” and also can devote some time for the sake of the country. The Sena has to work on below line: </p>
<ol>
<li>Teach Lok-Sevaks (Secretaries, DMs, SPs and other government officials), MPs, MLAs, Ministers etc. or whoever getting paid by government that they are public servant and their real boss is general public. They are not there to rule but to serve. They need to provide respect to public visiting in their offices and work on grievances on timely manner.</li>
<li>Arrange for conferences of Lok-Sevaks (Secretaries, DMs, SPs and other government officials), MPs, MLAs, Ministers etc. or whoever getting paid by government time to time to achieve the above goal.</li>
<li>Identify and collect information about corrupt officials associated with their villages and cities with the help of general public and sufferers and based on these information, start an agitation against the official. The members of Sena will group together at the office of official and chant for “Quit Government Service” and sang:         <strong>Jo Bhi hai Sanlipta, Bhrastachar mein | Maro Jute Use, Khule Bazar mein ||</strong></li>
<li> Start appropriate legal action against official.</li>
<li>Don’t stop the agitation until the corrupt official is punished.</li>
<li>Work on complaints of general public and help them until their issues are resolved.</li>
<li>Perform sting operations to uncover the corruptions and corrupt officials.</li>
</ol>
<p>Please join and support us on this endeavor. You may please form a group of people who can work on Sena&#8217;s agenda in your area. You can name the unit as “Bhrastachar Mitao Sena, (name of village/city), UP&#8221;, elect a convener and rest as members. You may please inform us with members’ details and progress of the Sena’s work. We will register the members and unit in our Sena and mail you the official letter later. The members of Sena should propagate this agenda to other villages and cities. Looking forward to working with you soon.</p>

This is not a big deal but why media, government and he are making it a big deal? I don’t understand. It happens everyday to general public. Is rich and famous different than general public or above the world? I don’t think so. Please discard slavery mentality from mind and work together to remove the difference between rich and poor from our Indian mentality, like it happens in US. Here in US, citizens don’t care about such rich or famous person, or even for governor or bureaucrats of a state and they are treated just like a general person. Why we give importance to such persons or lok-sevaks, because they are rich and famous. Our Indian mentality is making to think Shahrukh like person as above the law &amp; order. He is there because of public but the vice-versa is not true. So why should we give importance to such person? For Indian government, every citizen should be equal, irrespective of cost, creed or any other things. If media or government wants to care such individual then why don&#8217;t you take up the case of every Indians who suffers with this humiliation everyday? This is only because; he could influence the government or owns the media. Bhrastachar mitao, Bharat Bachao, this is the only way; we can achieve equality in India. My salute to Americans&#8230;good job done Americans.!!!!</p>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>I don’t see any challenges or danger for Congress party from any other political parties in near future, at least at center. There is very bleak possibility that any non-congress government could be formed at center irrespective of Congress government does good or bad for the country. There are several reasons for that. The first one is BJP can’t be able to form government on its own until it takes the minority in confidence. Hinduism is religion of tolerance and Hindus can’t be congregated and vote for a party purely on basis of religion. If somehow it’s able to reach near the majority level, the so called secular parties will do their best to refrain BJP to form the government and rather they could support Congress party to form the government. I don’t think, if there is any future for Third/Fourth Front or it can ever form any government without support of BJP or Congress. Even, if Third Front is able to form the government, this will not lost long due to tones of aspirants for the prime ministerial post. Due to ambitions and greediness, they start pulling the strings of each others and thus the government would not survive longer. We have seen such scenarios at center few times and public is also aware of this. </p>
<p>I am not sure why people are so crazy for Prime Ministerial or any Ministerial post. As per my view, in a democracy, word ‘Minster’ should be defined as public servant of a country and his/her boss would be the non-government general public who follows the law of land. If people can understand this, they will stop giving importance to PM, CM, ministerial or Lok-Sevak posts and this way somewhat corruption could also be reduced. Most of elected members and ministers think it a position of status and respect, not as a servant, and where we need to make a change. This is not the era of British or Kings’ Rule but we are living in the age of democracy where status of general public is higher than these Lok-Sevaks. We have to work on this line and explain to our people to understand their rights and duty and fight for this. There are many MPs and MLAs in India who are either rich, Bahubalis or both and they would become so arrogant, if you treat them as public servant. They still think themselves as ruler and above the law, and for that reason they want to become an MP or MLA. </p>
<p>I will tell you a story of a poor farmer. His son wanted to go abroad for higher studies but he was unable to get the US Visa. Someone suggested him to contact a cabinet minster in center for the help. When he visited at home of a cabinet minister at center, his secretaries were not so cooperative to make an appointment for him with the minister. They wanted some money for allowing him to meet the minister. Somehow, with help of his local MP, he met the minister. Minister asked him to provide some documentation to his secretaries and told to farmer that he might receive a recommendation for Visa in few days. The farmer completed the formalities and left for his hometown. He waited for couple of months but he didn’t receive any response from minister’s office. He made couple of visits to Delhi to meet the minster but the minster’s secretaries returned him empty handed saying they will look into it. They didn’t allow him to meet the minister stating various excuses such as he is very busy or he is unavailable or he is out of station. It was not possible for farmer to stay in Delhi for longer or make many trips to Delhi for this work. Somehow he got the telephone number of minister and he thought it would be better to make him call from his village to follow-up and know the status on his request. </p>
<p>Do you think, if you try to make a telephone call and you can expect a cabinet minister to respond to your call? I don’t think it will ever happen in India. Just see what happened to the poor farmer. When he called the minster’s home, no one was picking up the phone. Somehow he was able to get hold of minister’s secretary. Then what, secretary told he didn’t have any idea about his request. Now what farmer should do? He requested secretary to get minster online. But you know what, secretary was trained to treat minister as “Lord” and created a scenario that minister is too busy and he can’t come online. The secretary started making excuses such as Minister is in bathroom, he is in meeting, he is in office, and he is in bedroom and so, and can’t be able to talk to him. Same thing happened when the local MP called to minister from his village. Finally nothing was done to his request and his son was not able to go abroad for study. Do you think, this should happen in a democracy and a general public should not be allowed to talk to a minister on phone? Then what is use of modern technologies. This is the way one can contact an official and save money and time in transportation. I think many would agree with my arguments. <p>Now let us talk about government at center. My analysis is that now the government at center is very stable and other regional party can’t blackmail the government for petty selfishness. Public should think on this line and this could be good thing to start. But need sometime change of guard at center is necessary to get good work from government and to avoid arrogancy and teach a lesson to a server. But other than Congress, which political party would be able to form government in future at center, any guesses. It could be possible if BJP can experiment something new or so called secular parities can support BJP on some common ground. If this happens, this would be a miracle. The conclusion of above all is that BJP is not liked by majority of minorities and now public understand that only Congress is able to provide a stable government since control of party is hands of Nehru’s Family. Thanks to Nehru family. The third front will never be able to provide a stable government because there are too many aspirants for the PM posts with too many agendas which go against it. If somehow these so called secular parties and regional parties can work with BJP and fight an election on some common minimum program, there could be a chance of change in guard at center. This will benefit the public of India to have different government at center alternatively for good governance and democracy to work. This will prove that a general public, not in government and who follows the law of land, is powerful than a Lok-Sevak, PM, CM or minister.</p>

<p> I am working for the welfare of society and engaged in research on how to improve the livings of oppressed, deprived and poor citizen of India. I am providing some idea on this in this letter, and your thinking in direction of this would be highly appreciated.</p>
<p> I see government is spending lot of money on Gramin Rozagaar Yozana or other welfare programs but in reality, this is not as impressive as it should be. This is only because of corruption in the distribution system. Mostly the government officials and brokers are getting benefited of such programs and it reaches to very few real people. So what is use of this extravaganza of expense until we don’t have honest system to dispense the programs? Therefore I am proposing to have some budget for good governance and decentralization of power at root level. Many politicians have thought about decentralization of power but its implementation is not as affective as we expect. I am proposing to think in line of having system at district level for improving the governance as it is currently having at states’ level. We can experiment with it in few districts and if it’s successful, later we can think of Tehsil and block level. Below I discuss, how it will work: </p>
<ol>
<li>Formation of district level assembly at district similar to states level assembly. The district level assembly should work in same line of state assembly and will govern the resources of district. The state should not interfere with its functioning until it works against constitution and state could act like centre as it acts in case of states. This way there would be no need for splitting bigger state into smaller one but we can split larger districts into smaller one for the good governance.</li>
<li>A district governor post should be created and it should be directly elected from votes at district level. The governor should have constitutional authority at district level as a CM has at state level. Each Gram Pradhan should be member of district assembly and district governor should have right to assign post of secretaries from the elected Gram Pradhans. He/she can choose any gram pradhan for this post irrespective of political affiliation. There should be created a compulsory corruption removal department to look over and punish the corrupt government officials and elected members who practices the corruption.</li>
<li>Each secretary selected from gram pradhans for a department would have assistant secretary as head of that department and could be an IAS officer.  This could help in creation of more positions for IAS officers and results in employments for youth. All the departments’ officials should have same format as it’s operating currently. We can hire IAS officers as per the number of departments and district governor will have right to transfer or dismiss the IAS officer without involvement of state government. Useless IAS officers can be transferred to state by district governor.</li>
<li>There could be a district level Lok-Pal who can monitor the functioning of district government and can have power to take action against district governor or secretaries (Gram Pradhans) on their wrong doings and recommend impeachment for district governor. Also, public should have right to recall any district level elected members if 51% of elected members’ constituents are not happy with functioning of an elected member.</li>
<li>The general public, not in government and follows the law of land, should be treated superior than district governor and every elected member should give respect to the public and think public as their boss.</li>
<li>All the elected members should be paid and treated as public servant. This will allow many educated young unemployed youth to get jobs as elected members and chance to serve the people of a district.</li>
<li>This system will help public to get their grievances handled very quickly and in quality manner, and there will be no need to spend money on getting hold of MLA or MP to help them on their complaint or visit to state’s capital. The general public will be more capable to visit district than state’s capital. They can find their representative (Gram Pradhan) everyday near them right there in their village.  Gram Pradhan can raise the poor’s voice and complaints everyday in district assembly to be taken care by respective officials immediately.</li>
<li>All other formats of government will work as is; expect the district government’s employees and district level decisions should be made by elected government at the district level. There would be need of budget for this but, if there is a will, there is way. Like, we spend too much on other governments programs without having good results, why not we could cut budget from them and divert to this novel and innovative idea.</li>
<li>There should be no difference between the government employees such district governor, secretaries (Gram Pradhans), IAS/IPS officers, clerks or Lekhpals of an office in providing the government facilities except the division of constitutional authorities and salaries. The district governor, secretaries or IAS/IPS officers will work as office manager of a government organization and there is no need to provide the facilities that have filtered from British rule to enjoy lavish life king size. This will help us in avoiding those elements to enter in politics or government services who think it as status symbol or rulers and not a public servant. This will also cover in saving money to implement this scheme.</li>

Why people (<strong>people here mean suppressed, deprived and poor citizen of India</strong>) are revolting against government? Why civil war like situation is erupting. The answer of all these questions is only one, the corruption in the system. Yes, due to problem of corruption so rooted in system of India, people are getting frustrated and want to take the Law &amp; Order in their hand. People are not getting what they expect, they are not getting their rights, there is no one addressing their grievances in timely manner and listening request against corruption, there is no action taken against corrupt officials, then what are the options left for the people. Governments are not serious about the corruption and when people start taking Law &amp; Order in their hand and use arms, government is asking to short the issue in democratic way. I don’t know why government is not taking action when people request to do so but when it goes out control, then only the government awakes. I have been requesting governments since last two years to be serious about corruption, which the real root of the problem, but governments are not serious about it and I have not yet seen any mobilization on removal of corruption. Is the democratic way of demanding our right is really working?</p>
<p> I would like tell you my own story here. Once I was on a tour and wanted to travel from Siligudi to Calcutta (in West Bengal) with my family by bus. There was a government bus standing on the bus-stop and there were plenty of seats available and there was half hour left to depart from Siligudu to Calcautta. I went to booking window for the ticket. There was no one in queue and I was the first and asked for the ticket. The booking clerk told me that I have to pay Rs 50.00 additional apart from fare for each ticket, if I want to travel today, else if want to book for next day, there will no additional bribe to pay. I fought and asked there are seats available and I will not pay a single paisa in bribe. If you don’t give the ticket, I will report to higher authority. The booking clerk told me to leave the window immediately and go and report wherever you want. I requested other senior officials presented there and they told the same thing that I have to pay for this. Everyone pays and his is the part of system. I was really frustrated and though to take law and order in my hand and slap everyone there. Even, I wanted to kill these government officials but no one was there to support me and since I was with my family, I didn’t want to trouble them and go to jail. I left the booking window and went to private bus stand and got tickets for Calcutta. This is what happening everyday in the life of general public. People are forced to pay for their rights and there is no punishment for corrupt officials. This is making poor a poorer and rich a richer everyday. What is the solution for this? We choose government to work on issue our public facing everyday to improve the life but after a long wait, there is no improvement. Government is spending so much money but why don’t we see any change? How long people will wait? This will create anger in people and in anger; people will take arm in their hands and will start a fight with government for their rights. Then what government will do? They will fight a war with their own people with government machinery and there will start havoc, a civil war. I don’t think this scenario is very far way and people demand for their rights can’t be suppressed so long and even military operation can’t help.</p>
<p> I read the central government agenda for first 100 days in a newspaper but I nowhere read any reference to corruption, the root cause of the failure of the welfare programs. Sometimes I think that if government will not work on my request, I should start an organization to fight with government. Name the organization as “Bhrastachar Mitao Sena” (Corruption Removal Army). This will employ the unemployed youths and warn the government employee on the line of, ‘don’t bribe, else face the consequences’. This organization will try to work with government employees and if they will not mend, the organization will take law and order in its own hand. Like minded people and friends are supporting this idea. Please suggest what do you think?</p>

<p>I can just give you an idea why reservation is needed based on some facts. When I was living in the village, I found that poor, mostly Dalits, were living on daily wages. They were not having piece of any land on there own name and they were working in rich/landlords’ field for their living. My question is why they didn’t have any right on lands and mostly rich people were having the ownership of such resources. They are oppressed people from many years and there is not any change in their status yet. Now imagine how these oppressed people can compete with influential and rich. If we don’t provide some reservation on resources of India for them, it might take many years for India to be country for equality and developed. Therefore there should be some way by which we can help people who can’t run to come as par with rich to reach the goal together. Then only we can quickly make our country a developed one, and everyone become prosperous.</p>
<p>Now let us talk about the women reservation bill. I 100% agree that there should be some reservation for women based on their background and economic status too. The women from downtrodden and poor community should certainly be given chance to represent the people. But do you really think that caste based reservation will help the women and it will prohibit the women from elitist groups to occupy the seats. The current status of reservations in India is that mostly the families who have been benefitted from this, are getting benefit again and again, and therefore the other people in same categories, who are in real need of reservation, are deprived from the benefit. Thus their own caste people are hurting them and taking away the rights of others. Our aim should be to make this reservation reach each and everyone who are entitled for this by keeping away the benefitted people form this, so we can help the people who are left and have not eaten the fruit of reservation. Once who got the benefit and have Roti, Kapada and Makan, we should identify them as creamy layer, and remove from the benefit list. This can be done only by having reservation mechanism based on the level of deprivation. <p>If you want to have quota based on caste, what is guarantee that woman like Kalawati will come into the politics and your rich relatives (wife, daughters, in-laws etc) or creamy layer people form backward/ SC/ST etc communities will not be entitled from this benefit. Do you really think that just by asking the reservations based on caste can help anything in the cause? I think, certainly not. The elections are so costly that those people for whom you are fighting will really not be benefitted but only the elitist groups of oppressed community will get benefit of cast based women reservation bill. And what I understand from your arguments is that your intension is not that, but you want the Kalawati like woman to enter into the parliament. If this is really your intension, please let us stop the politics of castiesm and come up with mechanism to provide reservation based on oppression, deprivation and economically backwardness. This will be a good start for all of us to help unite our country and a new beginning for great future for our next generations.</p>

<p>Most of the people have dream only for self prosperity but citizen like you also have dream for our country. You are helping and even you can do more for people of our country. Corruption is paralyzing almost every aspect of our life, and mostly the development, law &amp; order and poor are greatly impacted by this. Supreme Court has also taken an exception on this and even suggested to hang the corrupts from the lamppost at public places. </p>
<p>Like ‘Quit India’ movement, there is need of an hour for a movement on <strong>Bhrastachar Mitao</strong><strong>, India Bachao (Remove Corruption, Save India)</strong>. Almost every government departments are indulged in bribery and grievances and benefits are not entitled to the beneficiaries until they pay the “Suvidha Shulka” (bribe). Also, fund released for any government programs is taken away by officials and broker and only little reaches to ground for development. This doesn’t make any development work so visible and impressive. People are involved in looting our country. </p>
<p>I would appreciate, if you could help us on removing corruption from India. My request to you is to help us in this cause by sending messages to your followers and fans to work against corruption. <p>Where the money is going? Why development is not visible as it should be? Why people (<strong>people here mean suppressed, deprived and poor citizen of India</strong>) are revolting against government? Why civil war like situation is erupting. The answer of all these questions is only one, the corruption in the system. Yes, due to problem of corruption so rooted in system of India, people are getting frustrated and want to take the Law &amp; Order in their hand. People are not getting what they expect, they are not getting their rights, there is no one addressing their grievances in timely manner and listening request against corruption, there is no action taken against corrupt officials, then what are the options left for the people. Governments are not serious about the corruption and when people start taking Law &amp; Order in their hand and use arms, government is asking to short the issue in democratic way. I don’t know why government is not taking action when people request to do so but when it goes out control, then only the government awakes. I have been requesting governments since last two years to be serious about corruption, which the real root of the problem, but governments are not serious about it and I have not yet seen any mobilization on removal of corruption. Is the democratic way of demanding our right is really working?</p>
<p> I would like tell you my own story here. Once I was on a tour and wanted to travel from Siligudi to Calcutta (in West Bengal) with my family by bus. There was a government bus standing on the bus-stop and there were plenty of seats available and there was half hour left to depart from Siligudu to Calcautta. I went to booking window for the ticket. There was no one in queue and I was the first and asked for the ticket. The booking clerk told me that I have to pay Rs 50.00 additional apart from fare for each ticket, if I want to travel today, else if want to book for next day, there will no additional bribe to pay. I fought and asked there are seats available and I will not pay a single paisa in bribe. If you don’t give the ticket, I will report to higher authority. The booking clerk told me to leave the window immediately and go and report wherever you want. I requested other senior officials presented there and they told the same thing that I have to pay for this. Everyone pays and his is the part of system. I was really frustrated and though to take law and order in my hand and slap everyone there. Even, I wanted to kill these government officials but no one was there to support me and since I was with my family, I didn’t want to trouble them and go to jail. I left the booking window and went to private bus stand and got tickets for Calcutta. This is what happening everyday in the life of general public. People are forced to pay for their rights and there is no punishment for corrupt officials. This is making poor a poorer and rich a richer everyday. What is the solution for this? We choose government to work on issue our public facing everyday to improve the life but after a long wait, there is no improvement. Government is spending so much money but why don’t we see any change? How long people will wait? This will create anger in people and in anger; people will take arm in their hands and will start a fight with government for their rights. Then what government will do? They will fight a war with their own people with government machinery and there will start havoc, a civil war. I don’t think this scenario is very far way and people demand for their rights can’t be suppressed so long and even military operation can’t help.</p>
<p> I read the central government agenda for first 100 days in a newspaper but I nowhere read any reference to corruption, the root cause of the failure of the welfare programs. Sometimes I think that if government will not work on my request, I should start an organization to fight with government. Name the organization as “Bhrastachar Mitao Sena” (Corruption Removal Army). This will employ the unemployed youths and warn the government employee on the line of, ‘don’t bribe, else face the consequences’. This organization will try to work with government employees and if they will not mend, the organization will take law and order in its own hand. Like minded people and friends are supporting this idea. Please suggest what do you think?</p>

		<title>An Advice to Government of UP</title>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>I am working with various political parties in UP to improve the standard of politics and work on overall development of UP. I have a dream for UP. I believe in my father’s directions of “Not to think about what are you getting from the people, but only think what you can give to the people”. As a citizen of UP, it’s my foremost duty and responsibility to advice government of UP to provide good service to its citizen and also demand for good work and governance. Since I don’t have any constitutional authorities to help anyway on below points, so I write this advice to government of UP. My aim is to ignite and make aware every citizen of UP to advice and demand for good service from government of UP. There are following <strong>five</strong> points which I think are very important for government of UP to work on to help UP in turning on path of progress and prosperity for every citizen. <ol>
<li><strong>Bhrastachar Mitao, UP Bachao (remove corruption, save UP)</strong> – Almost every government department’s officials of UP are indulged in bribery and grievances and benefits are not entitled to the beneficiaries until they pay the “Suvidha Shulka” (bribe). Thus the suppressed and poor’s’ rights are taken away by influential people and corrupt officials. The bribery is making illegal work, a legal one in UP and poor are getting away from the justice. Also, fund for the any government programs is eaten away by officials and broker and only little reaches to ground for development. This doesn’t make any development work in UP so visible and impressive. If the entire fund for development will reach to the people, it will certainly make a difference. Corruption is paralyzing the development and Law &amp; Order in UP. The government should take some concrete steps to remove the corruption from UP. It can form committees at Tehsil and District levels to hear the complaints of corruption against officials of Tehsil (e.g. SDM, Tehsildaar, VDO, Lekhpaal etc) and District (DM, ADM SP, DDO, Engineers etc) respectively. The committee should be powered with making the decision quickly and authorized to fix penalty and even dismiss the officials. Based on gravity of corruption, it may also recommend for a jail term. The recorded messages and dialogues made between the public and officials can be used as proof for the case and also government can provide validity to sting operations (by NGOs , Journalists and general public) to trap and get rid of corrupt officials. </li>
<li> <strong>Invite businesses</strong> <strong>in rural areas </strong>- Businesses are not interested for investment in the rural areas due to lack of development and infrastructure and most importantly because the lack of interests by Lok-Sevaks (Ministers, Development Officers, DMs etc). The removal of corruption can help in developing world class infrastructure in rural areas but Lok-Sevaks need to take extra care of investors and help and appease them to invest in rural areas. I have seen many incidents where investors wanted to invest but Lok-Sevaks didn’t give any importance to them. It’s true that any investors is looking first for their benefit from the businesses and works only for the profit but government officials should understand that investors are also helping people and providing opportunities for works and creating new jobs. Only government jobs and investment in any form can’t eradicate unemployment from UP and Lok-Sevaks should change their mentality of behaving as rulers and be prepared to provide red carpets to investors of any kind. They should help at any extent to make sure that investor is able to start the businesses without any hurdles (and corruptions), so that it could help the unemployed youngsters and bring prosperity in rural areas. </li>
<li><strong>English in Primary Schools</strong> – English is global language and government should keep in mind that UP is not the whole world. There is concept of global villages where the different countries of world are part of the villages. To prosper in this environment, the English could be a good tool. Also, India is having different states and there languages are not common, but English is used everywhere. So the government responsibility is to prepare our next generations to meet with these challenges. Government should make sure that every oppressed, poor and Dalits can get knowledge of English language from primary school itself. This will certainly help them getting ready for the various opportunities waiting ahead for prosperity. </li>
<li><strong>Justice delayed is justice denied</strong> – One of the main reasons for the development and prosperity of people of western countries is the efficiency of judiciary systems. Justice is not prolonged and cases are heard and judgments are delivered with in the specified time. This is not the case in UP. The cases in UP are pending for so long and sometimes even people die without the trial. This is really a need of the hour to improve the judiciary by computerization, increasing resources and fixing a timeline for the judgment. </li>
<li><strong>Government as server and not as a ruler</strong> – it’s is my opinion that the most of the Lok-Sevaks don’t think themselves as ‘server’ (public servant) but think as ‘ruler’. I use here a government means a ‘server’ and not a ‘ruler’ since I smell a kind of British rule (slavery) from word “ruler” that our country has passed through long ago. The general citizen, who are not the part of government and follow the law of land, should be given due respect by all level of Lok-Sevaks in their offices and we should change our mentality of writing “Prarthana Patra” (Request Letter) for any work to be done by Lok-Sevaks. Instead, we should write a “Work/Demand Letter” to work on our grievances which might have change in format to not to indicate any way that a general public is on mercy of Lok-Sevaks. To draw an analogy for the pitiable conditions of poor and Dalits in state of UP, one might want to watch the TV serial ‘Agale Janam Mohe Bitiya Hi Kijo”.</li>
